Black Sea Motel is at 988 West Lakeshore Drive, on the waterfront side of Penticton rather than back in the commercial blocks, which puts the beach and the channel entrance within reach on foot.
The float down the river channel between the two lakes turns the whole corridor into a slow procession of tubes and rafts through July and August, running from the Okanagan Lake end toward Skaha. Staying near the water end of town means walking to it rather than organising a second vehicle and a shuttle, which matters more on a hot afternoon than it sounds like it should.
A few things are worth settling before any summer booking in this city. Ask what parking is provided, particularly if you are towing a boat or a trailer. Ask whether the room has cooking facilities, since valley summers are hot enough that eating out every single night loses its charm. Ask about minimum stays, which are common in the peak weeks around the Peach Festival in mid August. Outside the season the same rooms are easier to come by, the beaches empty, and the city itself settles into something a good deal quieter.
